Hanley is an educational psychologist with experience and qualification in special education, educational research and evaluation, computer programming and systems development, statistical analysis, survey research and sampling, and computer applications in education. He has been a principal research scientist on many federal studies related to programs and services for individuals with disabilities. Dr. Hanley has also been extensively involved in issues related to improving services for children with emotional and behavioral needs and effective applications of innovative technologies to improve instruction. He has instructed in graduate and undergraduate college courses and education teacher and administrator, working directly with children with autism, and with adolescents with emotional and behavioral disorders. He is currently the team leader for SED (children with "serious emotional disturbance") programs, and administrator of the Field Initiated Research Program in the U.S. Department of Education, Office of Special Education and Rehabilitation Services (OSERS), Office of Special Education Program (OSEP), Research to Price Division.
