Dr. Anthony E. Sims is a research analyst at American Institutes for Research and a Task Leader for the Center for Effective Collaboration and Practice a cooperative agreement funded through the U.S. Department of Education, Office of Special Education Programs. Dr. Sims is a psychologist with substantial experience in the fields of special education and child & family mental health. He recently conducted a research project sponsored by the Office of Special Education and Rehabilitative Services on the topic: Overrepresentation of Minority Students Classified as Seriously Emotionally Disturbed and Learning Disabled, directing a comprehensive investigation of individual, institutional, family and process characteristics contributing to minority disproportionality for a large metropolitan school district.
