Ms. Trina Osher, M.S. is the Director of the Family Leadership Initiative at the Federation of Families for Children’s Mental Health. In partnership with the National Resource Network, she is responsible for developing the capacity of families to provide leadership, training, and technical assistance to families and professionals in the development of comprehensive, community-based systems of care for children with mental, emotional, or behavior disorders and their families. Her current work also has a focus on the emerging managed care approach to delivering mental health services. She speaks on behalf of the Federation at mental health, education, child welfare, and juvenile justice conferences and works to build collaborative alliances between families and professionals in these arenas.

Ms. Osher is an experienced and effective collaborator having served on interagency work groups and task forces with a variety of national disability and education organizations, including the National CASSP technical assistance center, the Regional Resource Center network, the State Mental Health Representatives for Children and Youth, the Mental Health Special Education Coalition, the Center for Special Education Finance, and the National Federation of the Blind. She served from 1987 to 1994 as a member of the Federal/State Data Advisory Committee of the Office of Special Education Programs. She has served as a parent representative on Maryland’s Juvenile Justice and Mental Health Policy Design Task Force and for two years she co-chaired the Children and Adolescent Subcommittee of Maryland’s Joint Mental Health Advisory and P.L 99-660 Council.
