On March 12, 1999, the U.S. Department of Education released the final regulations needed to implement the 1997 amendments to the Individuals with Disabilities Education Act. They are available electronically from the ED website in text and pdf format.  Note - these are large files and may take a long time to download.  They are available in both text (no formatting) and pdf (formatted to print, requires Adobe Acrobat.  You can also order a hard copy.

The regulations have been divided up into 6 files.  ED's website (http://www.ed.gov/legislation/FedRegister/finrule/index.html) specifies the size of the files, which is helpful in determining how long they will take to download and print. Scroll down to March 12, where you will find 6 files under the title of "Assistance to States for the Education of Children With Disabilities and the Early Intervention Program for Infants and Toddlers With Disabilities [OSERS]."
