A group of rural Kansas counties have linked together to support wrap around systems in their counties.

CASSP values and Wrap Around values.  Rural, poor counties have lots of resources, such as community cohesiveness, but they are not programs.   Culture and values support wrap around.

  1. They have constructed themselves successfully - and they can be used as a model for rural counties undergoing re-construction.
  2. Evaluation efforts.
  3. Efforts at prevention and early intervention have been exemplary.

Rural values are pivotal to success.
