1.  Brief description of program or practice:

Wrap around effort is heavily focused on community development.   The county is divided into resource pools (e.g., centralized resource coordinators with access to flexible dollars).  They will offer wrap around services to anyone who has fallen through the cracks.  It is the only North American program that has the "Total Take Care of Own" approach.

5.  What are the salient values, philosophies, principles, beliefs, or assumptions underlying the program or practice?

They practice Wrap Around values, but on a modified effort.   Many areas of Ontario have come together and have set their own values for Wrap Around.

  1. Across all age groups, infant to adult
  2. Wide involvement from community (i.e., informal resources)
  3. Strong leadership

7.  What contextual factors (i.e., environment in which the program or practice operates) appear to be necessary for its successful operation?

Very cohesive county.  The culture of the county is focused on human service delivery.  They have a "take care of our own" approach to problem solving, and a sense of community pride.

A helpful community that is solely focused on kids and families in problematic.   It needs to focus on anyone who falls through cracks.
