Council for Children with Behavioral Disorders The Council for Children with Behavioral Disorders (CCBD) is a division of the International Council for Exceptional Children. The Division's primary purpose is to promote the education and general welfare of children and youth with emotional/behavioral disorders. CCBD encourages research, promotes professional growth, and supports those who serve children and youth with behavioral disorders and emotional disturbance.
